How to add dropdown choices when deferring AVIT ?

When I try to defer an AVIT from the table sn_vul_app_vulnerable_item by clicking on the Defer UI action button on the top right, I am not seeing any choices under "reason".

From what I am seeing, there is a UI Page named review_request that gets called from the UI action, but I don't think I fully understand where the dropdown values are coming from. Anyone know?
