Hello Everyone,
The entire "Annotation" section gets hidden when type is selected as "Rich Text Label".
Is there any way to make this visible and add annotation, instruction, help text, etc.?
NOTE: I don't want to use Custom with Label.

Hello @subhadeep1618
That is ootb behavior in platform and I don't think you required anything else when you select field type as "Rich Text Label"
Refer this information over docs sites https://www.servicenow.com/docs/csh?topicname=rich-text-label.html&version=latest
If my response has helped you hit helpful button and if your concern is solved do mark my response as correct.
Thanks & Regards

this is platform behavior and Annotation is not supported for few of the variable types
What's your question and business requirement to have it?
