How to automatically move Change Request from Implement to Review State using Flow Designer?

Hi All,

Using Flow Designer, I need to automatically move all Change request from 'Implement' State to 'Review' state.
By some job or scheduler which runs every 1 hour. 

Can anyone please guide me, how to achieve this?
