How to Autopopulate choices in Forms??

There's no option where I can choose choices between Pending and Completed.

All I need is to display 'Completed' in Status field when 'Completed by' has anything inside.

There is nothing between Pending and completed, UI policy wokr on specific conditions which can state/ status or any thing.
