How to Change Scope in Employee Center (Washington DC)

I am attempting to add a report to our Employee Center. However, when I try to edit in page designer it gives me the following error.
I attempted to change the scope both for the portal and the page, but it looks like it's locked down. Is there an ACL that controls this? I am still pretty new to ServiceNow.

Hi @tiguin2798
You have to navigate on the native view of ServiceNow console and from there you have to change the application scope from "Global" to "Employee Center Application" to make it editable.
Or you can watch first 2 mins of this video it will help you in changing the application scope.
