We are testing our new Tokyo instance, and I need to change the order of some of the APPS in the NAV. The issue is that the forms are Read Only so I'm unable to modify the Order field. I've tried Configuring Form Design, but the Read Only box is not checked for the Order field. How can we change that field and modify the app order? Take a look at the screenshot.

The application in your screenshot is protected, so it's always read-only. You can't change the protection policy, either, as the developer sets this before it's loaded to the store.
For most other applications, you can edit the order field, as long as you're in the correct scope.

I'm afraid so. Whenever you see "This item is read-only based on its protection policy." you're stuck with what you've got.
