Getting errors in flow designer while creating a catalog task .this error is unpredictable at any time while running the flow.

I've seen similar issues before. Try deleting the action, and re-creating.

but sometimes it shows for  created catalog from flow also

I would suggest opening a support case with ServiceNow since they have access to your instance and will be able to troubleshoot further
