How to create a widget to show the list of Incident caused by Change?

Hi All,
As per the requirement, I want to create a widget that shows the list of Incidents caused by a Change, displayed under the "Closure Information" tab of the Change Request. The section should be visible only if there are associated Incidents.
Is there an existing widget that can be cloned, or do I need to create a new one for this?
I am not an expert in Portal development, so any detailed guidance would be helpful.

The portal is intended for end users, whereas what you're referring to is mainly required by fulfiller users. In the native view, we already have a related list available for the same.
Why you want to show the changes to end users?

Yes I can see it in the native view.
Client is expecting that to be show it on portal as well.

To view changes in the portal, the user may need the ITIL role or a role change. As a ServiceNow expert, it's important to guide the client on what is best practice. In this case, I don’t see any value in showing change records to the end user, especially when they may not understand what the information means or how it’s relevant to them.

We pointed at native view on the grooming call but as per client they want this provision for change submitter.
