How to create an Application Outside of Studio

Are you referring to SN studio? did you try to repair the plugin.

As far as I know, you can create any application by creating a new table and module, but that will be in the global scope.
If you're looking for a scoped app, use SN Studio or start with App Engine Studio.
Also, try to repair the SN Studio plugin, and if the issue persists, log a new support case.

I tried to repair the plugin but there is no repair option on this particular plugin. Meanwhile, there is option to repair for other plugins. Please see the attached screenshot.
