how to create related list in incident_alert table for pulling related change request?

We have a scenario, when incident alert is created populate all related CRs on related list on incident alert record.
To identify the best fit CRs which could cause the newly created major incident...

yes, it can be do-able upto an extent like adding changes to INC Alert. I am not a developer so cant share any code/ script but high level process i told you mate.
