How to Enable quick filter like show matching and filter out on service portal

Hi All, I am new to the service portal and still learning new things, we have got a requirement where we had to enable a quick filter for a ServiceNow data table in Service Portal.

Our past developers had worked on it and enabled it on the portal but we have a bug that is not letting non-admin users use the quick filter breadcrumb. I wanted to know where do I find these settings to check which role can use this quick filter breadcrumb.

 

as it works for admin users but now allows non-admin users to use it, we wanted to configure it for non-admin users also.
