How to get a banner frame and gear icon (system settings) on my Instance?

Hello All,
When I created my Developer account it gave me the "App Engine Creator" User Role and I created my instance. I've since changed my User Role to "Admin". While my Instance shows up as Admin, I don't have a banner at the top or the gear icon for System Settings. How do I get them?
Attached is a screenshot and thanks in advance.

No... unfortunately there's no show update set picker in header or show application picker in header in San Diego.

I am also having this problem. I am looking for the gear icon because I would like to go to the delegated developer option in System Settings. Can you please help?

I have the same issue. The system settings gear icon is missing. I'm doing a lab and the first step is to click on the system settings gear icon to get to the developer tab.
