actually, the requirement is the 'approve request' comments window is showing for only some of the users with request_app custom role . For other roles request is directly approving by skipping this comments window. I want to understand where it is defined ?

@vivek11 If "request_app" is a custom role and OOB i did not find this comment window. I believe this is a customisation done at your end. You need to check when this window is displayed and from which widget.
Answering this question without the widget customization details will not be possible.

I agree with @Ankur Bawiskar . If this person shouldn't approve the request, why is this person getting an approval request? This seems more like a process configuration issue.
