I am not sure if I understood your question correctly. Admin is just a role given to the users, and users who have admin role can impersonate other users by clicking on the lock icon. Go thru this link

No, what I'm saying is sometimes certain are automatically updated by the system which you can see in the worknotes
e.g. System Changed: state
Is there any such user called System?

Hi Omkar,
OOTB there is record called admin(First name : System Last Name : Administrator)
Here system is referred as first name of the admin user.

Such entries are created by scheduled jobs in worknotes/activity if you have any schedule job running on that table...impersonation is not done that time...
