How to know which Assignment Lookup Rule is executed first when the order value is the same?

In the following URL Assignment Lookup Rules, They mention that based on the image both of the *Assignment rules* are displayed with an order value of 100 and that even though they're identical, that is not a problem because their Category and Subcategory conditions are different, so my question is, how do I know with these which one is executed first? Is it the same logic thing as with the Assignment Rules order value? Or in this case, the Network VPN order value has the lowest value than the Inquiry/Help - Email?

yes, the value in "Order" field is considered for execution order starting with the lowest value.

Thanks for replying back! but in this case, which one will be executed first and why? Both of them have the same order value, that's where I'm struggling to understand the execution order, not sure which one has the lowest value even when they share the same order value.
