Hi Hermes,
I believe, you can configure the user criteria for change model. There will be Available for and Not Available for present in related list

it is working in my pdi, but in our dev instance users who are not part of the group can still see the change model

Have you configured Available for UC in your instance and it's not working? Please confirm
If yes, please see any custom ACL configured on change model table

I have modified the UC in my pdi and its working but when I did it in our dev instance its not working. Are there any other way to do this?

Please check any custom ACL configured on change model table which may take precedence
