how to make a field available in the template field on the template form.

If you goto the system definition -> templates, the template form appears. On the form there is a template field where you can select a field from the table that you want to include on the template. 

I created a new field for the table and now I want to have it available on the drop down for the template field on the form.

How do I do that?

A search of the documentation reveals nothing.

You need to create save_as_template ACL for that custom field.
