How to make additional comments editable on the esc portal

Hi,
For the snc_internal user additional comments (html box) not visible on the portal once submitted the catalog item. We created a write ACL to make it visible, still its not visible for internal user.

did you check both field level READ and WRITE ACL for comments field?
