How to make Category field editable on Std_Change_Proposal Form?

Open you form and right click on the category field label and you can see "configure dictionary" option.

click on it and scroll down and you can see there will an OOB ACL of operation as write under access controls related lists.

That ACL is making reading only .You might have tweak that acl according to your condition.

But make sure that you are allowed to touch and edit the ACL as it is OOB one
