How to make change request value fields read only in standard change proposal form

I have one requirement to make change request values read-only when the standard change proposal form is requested for approval (state changed to "inProgress"). I tried client scripts as well UI policy but it works while changing the value manually from New to inprogress, but once we saved or form loaded it again becomes editable. Please guide me if someone implement or have any idea.

Have you also checked the ACLs in that field?
