how to make 'knowledge management overview' dashboard as default homepage for knowledge_manager role ?

As far as I know, you can't make a dashboard as landing page pr. role specification. You can either make a dashboard the landing page for all users by: https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0683955 or make a dashboard the landing page pr. user by: https://docs.servicenow.com/bundle/vancouver-now-intelligence/page/use/dashboards/task/t_SetDashboar...

It is not available OOTB, that you can set dashboard as per role. It will be for all or none.
