What exactly do you want to know?
Are you after how to build a topic? Or do you want to start with a different topic? What is your definition of "How to make topic default in virtual agent"?
Also note: With New York, setup topics are used. This is completely different behavior from Pre-New York:

Yes that's a nice one to use!
Though be cautious if it concerns having a different start topic as "default". Bhavana Ramesh has marked Madrid as version. With New York, the Setup topics are introduced, you could simply select your custom start topic there (Greetings topic).
So if going for a custom "default" topic on Madrid... this will cost you effort when upgrading to New York.
