How to make visible 'Download All' button in attachment popup to all users

I have requirement in which user with admin role is able to see the 'download all' button in attachment popup but other users are not able to see that button.

Hi @pk31 ,

The download all button is not visible for all users except admin only when the record is closed or cancelled.

Please check for a record which is not in a closed state, Download all button should be visible to the users

This is OOB behavior and may not be possible to alter

I have similar issue for ITIL user, but case is active (on hold) not closed or cancelled. What could be the reason?
