How to prevent the State transition from "Assess" to "Authorize" if any open change task exist

Hi All,

 

I want to know How to prevent the State transition from "Assess" to "Authorize" if any open change task exist.

 

I tried below script in the Change Model Condition Type but its not working

I dont have any solution for this, but please also add Task type validation as well, like it is for Planning / Implementation task type.
