How to prevent user from editing a published report?

When a user is attempting to add a published report to their dashboard, they are getting the "Edit" option too.

Is there way that I can hide that option. They should have access to the report but should not edit it.

The user only has report_view role. Isn't that a read only role?

Report_view is not one of the standard roles that I have shared in earlier post. Is this a own created role?
