What is use case to promote an closed incident yo major?
It's not recommended neither a best pratice. Once an incident closed, life cycle is completed.
If my response proves useful, please indicate its helpfulness by selecting " Accept as Solution" and " Helpful." This action benefits both the community and me.

Hi @Vinod S Patil ,
As Atul suggested, this is neither recommended nor even a good practice to promote a closed incident to major incident. That's the reason why 'Promote to Major Incident' is not available if the incident is in one the following states: resolved, closed, or canceled state.
Could you please provide the business use case for this requirement?

I think as a ServiceNow admin/developer you need to advise them of the correct process.
However, For reference you can check below: Propose Major Incident when incident is in Resolved or close state
