1. Go to Reports->View/Run
2. Create a new report by clicking on new
3. Table should be sys_user
4. Put a condition roles is itil

You mean to say Fulfiller roles is itil role only?

Instead of itil role you replace fulfiller.
The above one is an example.

Yes fulfiller role is considered as role that has been given to the IT support teams.
A fulfiller role contains an approval role as well.
You can use ITIL and other roles except the approval roles
