I noticed that when I open a contract (form view), the related list "Users Covered" has the following filter applied by default
How do I remove it so that no filters are applied on load? Where is that configured on the instance?

Navigate to System UI > Related List > Table = ast_contract > clm_m2m_contract_user.contract , open the clm_m2m_contract_user.contract and remove filter conditions it will work.

I just cheked in relationship table it does not exist there, I have updated my previous reply please go according to that.
Navigate to System UI > Related List > Table = ast_contract > clm_m2m_contract_user.contract , open the clm_m2m_contract_user.contract and remove filter conditions it will work.
If you have different views on contract form do same for all views.
