How to restrict users from creating or modifying tags from list view??

We have a requirement in which we need to disable the editing of tags  for users who don't have the role tags_admin.

Only users with tag_admin role can modify or create a new tag  on list view. But users can use an existing tag created by tag admin (see screenshot) .

Kindly help.

Without tag admin they can only make personal tags.  Are personal tags affecting some global process?

Hello, no it does not affect global process, but that is the requirement.

unfortunately I could not solve this problem. it seems that ACL do not apply to the tag field on list view.
