Hi Kishore,
No need to create or use Business Rules in this requirement.
If you have already created the Scheduled job, on executing which the created Event will get fired. And on firing the event the Notification will get triggered. If you are done with all the 3 steps mentioned in my response in your another thread, i.e., Notification Reminder for Request Approvals , you may open the Scheduled Job and click on 'Execute Now' button and test your requirement successfully.
