How to show the option insert new row in the table

I got one requirement to insert a new record in the table.

Are you checking with system_admin? if Not, do the other users have privilege to create new record in this table( I mean create ACL);

Yes, I'm checking with system admin only.

I have tried the same method and it is working perfectly fine for me
