How to uncheck / hide all activities on a form by default for all users. later they should be able to select or filter activities as per their requirement

and this activity filter should have all activities unchecked / hidden for all core_company table records for a user every time they opens the record by default. so they can check/ enable the activity they want to see

Have you tried the User Preference method I described? Judging by what you replied with, it should be exactly what you need.
