This happens only if you do it manually without using the designer that's it
As soon you use the designer everything will work fine
I hope this makes sense.

For some reason, I can't drag the widget in designer. It will only let me add it manually. I don't understand why since I added the header and edited several of the links. Could it be because I am trying to add the icon menu list widget on top of the header?

Quick question. Did you customize the OOB header ?
Could you please show your code if any ? To be honest with you i added the widget to the page not to the header.
