How to use "Go Back to" logic outside "Do the following Parallel" in Flow Designer

Hi All, 

Please see the attached workflow editor and flow designer screenshot and I have highlighted the activity in the workflow where two transitions are running and coming back to the same activity.

I tried to implement the same in the Flow Designer but "Go Back to" logic is not available in "Do the following in Parallel".

Is there any possibility by using "Go back to" logic to run the Steps "3-4" and "21-22". or please suggest how to achieve this.

NOTE: I am trying to convert OOB Normal Change workflow to Flow.

I would say that you do not want to try and make a flow do the same thing as workflow in the same way.  You need to write down what the process is and then get the flow to follow that.  A workflow may have branched like it did because that was/is the way to get the needed process to work.  But in a flow there are different ways to handle it and so branching/parallel may not be needed.
