Method failed: with code 429 (Opsramp Outbound Integration)

We have done Opsramp-ServiceNow Bidirectional Integration for Incident Module.

For outbound we are using flow designer to retry 3 times and create incident if API failure occurs.

How to handle error 429 as shown in sceenshot ?

"Rate Limit Rules in ServiceNow allow you to set rules that limit the number of inbound REST API requests processed per hour. 

When the rate limits are exceeded an error message http status code 429 error message (429 Too Many Requests)  is also returned for too many requests."

Inbound REST API rate limiting 

For Solution check your integration design and try to identify why multiple requests ( How many outbound request you are sending per hour which is sending so many  failure responses to servicenow  that crossing limit)
