How to use ServiceNow Dynamic Translator?

Hi All,
I have question how to use ServiceNow Dynamic Translation, if we don't have any other translation subscription.

You need a subscription to use dynamic translation. It looks to be a PDI from your screenshot. I am not sure what kind of limitation you will run into trying to set it up there.
