I Cannot ceate a label on three Visual Task Board that I am owner of

Good Afternoon -
I have three Visual Task Boards that I am owner of. All three are Free Form Boards. I previously could add labels and update them. We have three non-production environments I am able to edit the boards in non-production environments, but in Production I am unable to.
I can create cards, move cards, archive, add assignees. It seems I can do everything but add and manage labels.
In addition to myself several team members who could previously due this, are now unable to. In previous articles I see others have asked to validate 'global_tage_creatortag_admin and role vtb_board_label/read & vtb_board_label / Write. Also see a question to check system properties.
1. I do not see the roles associated to my profile which contain vtb
2. I do not see system properties configured which contain vtb or label or tags
Similarly, this is true of our non-production environments.
In production when someone impersonates me, they are able to create a label.
Our environment is currently running yokohama-12-18-2024__patch8-hotfix2.
This has been happening for more than two years. Seems like if I create a new board, and immediately after creating add new labels it works; however, after some time I am unable to.
Message reads " You do not have permission to create label"
If I try to update one, it reads "You do not have permissions to update the label"
