I'm trying to configure an OAuth OIDC provider for accepting third-party token

I followed the instructions here https://www.servicenow.com/docs/bundle/xanadu-platform-security/page/administer/security/task/add-OI...but I am seeing a 401 error when I try to use the resulting token. 

For this step "Get a JWT token."

I am using Azure's authorization code grant type to generate an access token. Is this correct? 

Any ideas on how to fix this?
