Sla is attached under the work order table,  and it's p1,  4 hrs duration and schedule 8-5 weekdays, and user change start date it will pause sla. And start time meet again it will start sla form begging i means form begining

What is your reason for having an SLA on a record on which the start time can be changed? Why do yo have an SLA at all on such records? If you have a start time on a record, you also have an end time. There you already have your reporting on duration. What's the need to run SLA on this? Where's the use case?
If, for some reason, you have some requirements to gain the SLA information, just add a stop condition on 'if start time changes' so you can trigger a new SLA record when it's starting again. Or have some state-automation in place (on hold when start time changes). It doesn't sound like a good process though.

Your requirements aren't very clear. Do you really mean to say that there's 4 hours to resolve and if after 3 hours the start date gets moved, there's only one hour left when starting again?

There is only one logical option: SLA stops when start date is changed and the record itself moves to onhold. When new startdate has come, record moves to in progress and new SLA is created. It really sounds like the SLA is used for something it shouldn't be used for. Use the start/end date and duration fields for reporting. Not the SLA.

Again sla start form begining onwords i means 4 hrs , onhold is not possible because if schedule is user specified duration then having option to choose but they configured that one , we will stop that running sla and again attach same sla that start time meet onwords,
