I want a hyper link on catalog item where input values will be given by us dynamically. on clicking  it should open in new tab of a particular table's list view.

May I  know why you want to show end user this list view or you want to do it for ITIL users? If for ITIL user, the list view is available OOTB in native view.

I have a list collector on catalog item, if i select select few incidents from that list. I want all the details of that incidents hence im writing a on change client script on list collector and passing selected incidents to the hyperlink and trying to show the details in new tab.
