I want a hyper link on catalog item, on clicking it it should open in a new page.

I want a hyper link on catalog item where input values will be given by us dynamically. on clicking  it should open in new tab of a particular table's list view.

Then use the native view mate, it is not recommended. Portal is for End user

I know it can be done native view, can you please suggest solution if it is for non itil user.
