I want approval till there is no manager.

Whenever a incident is created an approval should be sent to caller's manager and after it is approved next approval should be sent to Caller's Manager's Manager and this process should continue until there is no manager .

According to ITIL processes, an incident does not require approval. Therefore, this is not a valid requirement.

 

EX: If something breaks down or let's say there is some fire, Do we need approval from someone before calling Firebrigade?
