I want to change the default time of the date time picker from the current time to 23:59:59.

I want the time to be set automatically at 23:59:59 when I click the date time picker in a Date / Time type field.
So please tell us about the two.

1, Where is the date time picker set?
2. How to change the default time setting from the current time to 23:59:59

I don't think this can be done at system level, but you can achieve something for particular field on form.
