If actual end date is filled and record is saved the cha dmge should migrate to review state

Requirement: once implementor enters the actual end date manually the save action on the form should save the record into the Review state.

How can this be Implemented. 

For normal change in implement state 

When actual end date is entered , and form is saved . The form should be saved into Review state.
