If User criteria is empty ( no rules defined ) what is the behavior of this criteria in servicenow?
If this will be visible to everyone that is kind of no access or is it not available to anyone as nothing is chosen as criteria.

Hi,
If a user criteria is without rules, it would be the same as not having a criteria at all, ie. it's available for everyone.

Hi. Take a look at that support article. See the basic principles chapter - it says:
"If no user criteria is selected for a knowledge base, all users can read and all users with roles can contribute to that knowledge base."
Replace "knowledge base" with any other record type that is controlled by User criteria - it applies to all of them.

Although I think your answer is helpful, it doesn't answer the question. It's not if no UC is selected, but if the selected UC has no configuration in it.
