Impersonation issues

Impersonated user permissions appear to be different than actual account permissions based on system behavior. Users that should be able to see restricted fields cannot. Is this a known issue, a non-issue, or something else?

Are you as Admin impersonating someone? Typically speaking when you impersonate, you should be able to see exactly what the user themselves would see. If this is not the case - are you able to confirm if the user (logged in as themselves) can see what you expect? If not, it would indicate there is an issue with the security. 

On very rare occasions I believe that I have seen issues where, even as admin, when you impersonate someone with roles that are excluded from admin (like some HR roles, etc.) that you still can't see restricted information, but the only way to be sure is to enable security debugging in the session, impersonate the user, and trace the results.
