In cost plan, if the unit cost currency is in EUR, 'Cost in Functional Currency' field should be USD

In cost plan, if the 'Unit Cost' currency is in EUR, 'Cost in Functional Currency' field should be Converted to USD. Currently 'Cost in Functional Currency' is not converted to USD. It is just copying the value from 'Unit Cost' field.
