In Rest Message unable to problem creation

I'm unable to move target instance due to 403, 401 & 400 Invalid username/password combo error after multiple attempts, please advise what action need to be taken

Did you properly configured authentication type & oauth profile :

If it is Basic Auth plz check by getting oauth token properly !
