In what order are ServiceNow Access Controls evaluated?

In what order are ServiceNow Access Controls evaluated?

A) field table

B) table field

C) table record

D)field record

From my understanding, ACL evaluates from most specific to most generic. So my answer is A. Please explain in a line Kindly help.
