In Xanadu, subscription management is all about adding groups to calculate per user license usage?

Previously we have user sets etc. Then many changes were made by ServiceNow where now user sets are gone.

Now we are on Xanadu and want to calculate the ITIL license consumption.

Is it just about adding the right groups in Subscription Management application? Nothing else for calculating the license consumption (per user , ITIL)?
